美國RTO的負(fù)荷預(yù)測里會假定已實施部分基準(zhǔn)能效項目(主要來自用電行業(yè)的節(jié)電容量潛力),并由此下調(diào)總負(fù)荷預(yù)測,再以下調(diào)后的需求為基準(zhǔn),在概率模型中估算滿足系統(tǒng)可靠性所需的備用容量。這些基準(zhǔn)能效項目應(yīng)該被鼓勵繼續(xù)參與容量市場的競爭,但任何被選中出清的基準(zhǔn)能效項目的能效值都必須在負(fù)荷預(yù)測中重新上調(diào),以消除其先前對負(fù)荷預(yù)測的影響。此步驟旨在確保系統(tǒng)能獲得足夠的容量資源,并避免同一項目的重復(fù)計算[13]。
確定能效項目資質(zhì):確保項目符合能效資源的特征,設(shè)置最小市場準(zhǔn)入容量但準(zhǔn)許項目聚合,并規(guī)定能效項目獲得容量補償?shù)哪晗蕖?/div>
采用ELCC等指標(biāo)來科學(xué)衡量有效容量。
使用成熟的節(jié)能效果測量和驗證(M&V)規(guī)程來考核能效項目的績效。
值得注意的是,這些規(guī)則應(yīng)當(dāng)避免不必要的限制導(dǎo)致門檻過高,由此降低能效項目參與容量市場的效率。
目前,在中國的電力市場中,容量市場仍處于規(guī)劃階段。其設(shè)計理念不僅著眼于確保電力供應(yīng),還強調(diào)降低
碳排放和優(yōu)化供電成本。通過合理引入能效資源作為市場主體參與競爭,可以充分發(fā)揮其優(yōu)勢,降低供電成本,增強系統(tǒng)靈活性,并減少負(fù)荷高峰期電力系統(tǒng)對其他可調(diào)度資源的需求。
